Position Description: Prepares civil estimates by performing take-offs, gathering proposals, plans, specifications, and related documents. Identifies labor, material, and time requirements by studying proposals, plans, specifications, and related documents. Computes costs by analyzing labor, material, subcontractor, vendor, and time requirements. Performs Civil PM duties as needed to assist in management of site jobs including obtaining permits, project buyout, issuing subcontracts, generating schedules, and procuring site materials.
Initial Project Bid Processing
- Receive and Log incoming project bid plans, prioritize with Chief Estimator & Project Coordinator to ensure bid schedule updated, etc
- Issue weekly (site) bid schedule and pending bid list
- Attend pre-bid meetings, bid openings, etc
- Perform Initial review of project plans with PM to determine estimate requirements
- Locate Subcontractors via Database and other means; Qualify perspective Subcontractors
- Send Bid Documents to Subcontractors; Prepare and Send ITBs with Project Coordinator
- Discuss and answer questions with Subcontractors
- Obtain information about location of proposed project such as geographic/landscape features, access/traffic routes, Permit Requirements, etc
Project Document Handling
- Maintain updated Bid Trackers on all projects (with Project Coordinator)
- Record subcontractors’ bids into over-all history for future comparisons
- Organize subcontractor quotes for Project Bid Folder
- Scan and archive project plans as needed
- Save and print plans received in Digital format (CD-ROM, E-mail, PDF, Etc.)
- Maintain Project Bid Folder which contains bid instructions, locality information, subcontractor quotes, etc. which will be provided to PM to prepare bid with.
- Prepare job specific bid forms as needed
Estimating
- Perform detailed material Take-Offs of all Civil projects; make available to subcontractors during bid time
- Generate earthwork cut/fill reports using Insight, Agtek or similar software
- Obtain and qualify quotes from subcontractors for projects; ensure adequate sub quotes to prepare estimate
- Complete review of prospective project including reading plans and specifications in detail, prepare takeoff and list of materials needed to construct project, anticipated schedule of project task, projecting labor cost.
- Identify long lead items during bid process and notify PM
- Prepare bid book for each project
- Maintain current code and industry practices familiarity
Prepare Bid Proposals
- Prepare detailed Estimates using MS Excel
- Generate and distribute RFIs as needed during bid process for clarifications; also issue RFIs in PM role as needed
- Prepare Proposal draft including qualifications and exclusions for PM/team review prior to sending
- Send all bids/proposals
Subcontracting (While acting in a PM capacity)
- Assist PM with project buyout as directed, Prepare and issue Subcontracts
- Enter subcontracts into Vista
- Prepare and issue Subcontract Change Orders
Change Order Coordination (While acting in a PM Capacity)
- Assist PM throughout project with estimating and preparing change orders; solicit sub quotes as needed
- Receive detail explanation and start process for Change Orders
- Prepare Change order form for client; obtain back up documents as needed
- Enter Change Order Cost into Vista
- Once change order is approved by client, issue change order to subcontractors
Additional Duties
- Assist PM with obtaining submittal information/shop drawings as needed and submission to client
- Perform duties included in “Civil Division Project Manager” job description as required
- Obtains Site Permits as needed (ie: LD, CGP, site utility, demo, CE-7)
- Procure materials as needed on site projects at direction of PM
- Maintain and generate client/vendor relationships to facilitate project opportunities
- Perform periodic visits/calls to local engineering firms to grow DNB awareness and solicit bid opportunities
- Actively participate in pre-construction activities
- Generate project schedules as needed
IN GENERAL
- Training for Insight software to be completed within 60 days of hire
- Training for Building Connected (or equivalent) software to be completed within 30 days of hire
- Training for RedTeam (or equivalent) within 30 days of hire
- Obtain minimum OSHA-30 within 120 days of hire
- Maintain master database of subcontractors per region
- Maintains familiarity with all projects
- Tracks and Submits information/product data/samples as requested
- Assist PM with communications to superintendents
- Utilize MS Office including MS Excel, Word, and Project
- Familiarity with all other office equipment and how to use
